For the all items row, the calculation is 100.890 divided by 100.298, minus one, multiplied by 100. The subtraction of the two indexes would instead produce index points. Reversing the comparison requires the reciprocal ratio: Detroit is 0.6% lower relative to Tampa. These percentages differ because they use different reference values.
