    "why_it_still_matters": "The obligation is not proportionate to the amount. A landlord who fails to pay the interest may be liable for twice the deposit plus attorney fees, so a 20 cent oversight can carry a four figure consequence.",
    "gaps": "Rates for 2009 through 2011 and for 1998 through 2004 are not included because Homzora has not verified them against a published notice. Their absence is a gap in this compilation rather than an absence of a rate in those years.",
